Sub: Eligibility of children from a void or voidable marriage for family pension - clarification regarding.
The undersigned is directed to refer to this Department's O.M. No.1/16/96-P&PW (E), dated 2.12.1996 whereby it was clarified that Pensionary benefits will be granted to children of a deceased Government servant/pensioner from void or voidable marriages when their turn comes in accordance with Rule 54(8). It is mentioned in Para 4 of the O.M. that "It may be noted that they will have no claim whatsoever to receive family pension as long as the legally wedded wife is the recipient of the same."
2. The matter has been re-examined in consultation with the Ministry of Law and Justice(Department of Legal Affairs) and Ministry of Finance (Department of Expenditure). It has been decided that in supersession of Para 4 of the O.M., ibid, dated 2.12.1996, the share of children from illegally wedded wife in the family pension shall be payable to them in the manner given under sub-rule 7 (c) of Rule 54 of CCS (Pension) Rules, 1972, along with the legally wedded wife.
3. It has also been decided that in past cases, no recovery from the previous beneficiary should be made. On receipt of an application from eligible child/children of the deceased Government employee/pensioner born to an ineligible mother, a decision regarding division or otherwise of family pension may be taken by the competent authority after satisfying himself/herself about veracity of facts and entitlement of the applicant (s).
4. As regards pensioners/family pensioners belonging to the Indian Audit and Accounts Departments, these Orders issue after consultation with the Comptroller and Auditor General of India.
5. This issues with the concurrence of Department of Legal Affairs vide their FTS No. 3036, dated 17.10.2012.
6. This issues with the concurrence of Ministry of Finance, Department of Expenditure vide their I.D. No.530/E.V/2012, dated 23.11.2012.

From January 2013 existing bank Cheque to become Trash
Come January your cheque books would become a useless piece of paper: Reason, the existing non-uniform standard of cheques would be taken over by standard uniform Cheque Truncation System (CTS-2010).As per the direction of the RBI all the banks operating in India including in J&K have been asked to disband the existing cheques and adopt the CTS-2010. The non-CTS-2010 cheques would be phased out by December 31, 2012 and the new standard cheques would come into operation from January 1, 2013.
The shift to the new standard, according to sources, would help reduce clearing-related frauds, remove logistics-related problems and curtail the physical movement of cheques.The new standard will speed up the process of cheque collection resulting in better service to customers. It will reduce the scope for clearing-related frauds or loss of instruments in transit, besides lowering the cost of collection and removing logistics-related problems
What is cheque truncation?
Cheque truncation system (CTS) was implemented by RBI at New Delhi Bankers Clearing House on a pilot basis. Chennai of late, too executed the same process.
Cheque truncation, according to National Payment Corporation of India (NPCI) is the process in which the physical movement of cheque within a bank, between banks or among banks and the clearing house is curtailed or eliminated, being replaced in whole or in part, by electronic records of their content (with or without the images) for further processing and transmission.

NO EXAMINATION IN APS

Subject : Discontinuation of conducting examination in APS Units/Centres.
Sir,
I am directed to say that system of all Departmental Examinations is being revised.
In this connection, Competent Authority has decided that the following Examinations hitherto being conducted in the APS units are discontinued.
i) Examination for promotion to Postman cadre;
ii) Examination for promotion to PAs/SAs (LGO);
iii) Examination for promotion to Inspector Posts;
Candidates working in APS who wish to attend the above mentioned Examinations will have to appear at the nearest possible Postal Centres.

Continuation of IT Modernisation Project of Department of Posts – Phase II
The Cabinet Committee on Economic Affairs on 22/11/2012 approved the proposal of Rs.4,909 crore towards IT modernisation project of the Department of Posts, covering 1.55 lakhs post offices.
The total expenditure for the project involving Rs.4,909 crore includes both implementation phase and operation and maintenance phase for the IT infrastructure of Post Offices. The IT project of the Department is a part of the Mission Mode Project (MMP) included in the National e-Governance Plan (NEGP).
The Department of Posts has a network of 1.55 Lakhs post offices spread across all the States and Union Territories of the country. The key objective of the India Post IT Modernisation project is modernization and computerization of all Post offices in the country including branch post offices in rural areas to create a urban-rural network spanning across the length and breadth of the country.
The IT modernisation project is expected to give following benefits to the citizens of the country:
• Improve customer satisfaction due to faster and more reliable delivery of services
• Enhance visibility and transparency
• Provide access by multiple channels to the customers e.g. post office counters, kiosks, internet, mobiles ATMs etc;
• Ensure delivery of "citizen centric services"
The IT modernisation project will provide a national asset and infrastructure for all users apart from the post offices including various government departments, business houses and the citizens to use the services effectively for their communication, banking, insurance and service delivery needs. The project will improve the delivery of mails, banking and insurance services rendered by the Post offices across the length and breadth of the country.
For the purpose of implementation, the IT modernisation project has been structured into 8 segments catering to IT infrastructure such as datacentre, network, computers and peripherals, software applications which will cover all the product and services of the Department of Posts, and change management which will help in effective transformation into IT mode. The project will be implemented in all the 1.55 lakh post offices in a phased manner over a time period of 2 years, to be followed by the O&M phase over the period of contract.
The project will be rolled out to all the post offices covering all States and Union Territories in the country a phased manner.
Background:
The proposal of the Department of Posts is in continuation of the proposal which was approved by the Cabinet Committee on Economic Affairs (CCEA) on 26th Aug 2010. The overall project has been segregated into eight RFPs, of which, selection of vendors have been finalized in case of 5 RFPs and LOIs have been issued. Of these 5 RFPs, in four cases the contracts have been signed with the selected bidders. In respect of two RFPs the financial bids have been opened and selection of the bidder is under process.

02. The examination will be common for Gramin Dak Sevaks and Departmental officials. The examination is conducted for filling up the vacancies of Postmen /Mail Guard for the year 2011. Vacancy position approved for the year 2011 is furnished in the Annexure attached to this Notification. The examination will be held at all the three Regional Head Quarters
03. Syllabus & Qualifying standards for the examination:
Candidates shall be subjected to an Aptitude Test of the level of 10th class/matriculation covering the following subjects /topics.

04. Pattern of Examination:
The post of Postman and Mail Guard will be filled by:
(1) Limited Departmental Competitive Examination for promotion from amongst Multi Tasking Staff
(2) Direct Recruitment from amongst Gramin Dak Sevaks
(3) Direct Recruitment from open market.
05. Method of Recruitment:
A. POSTMAN
(1) 25% on the basis of Limited Departmental Competitive Examination (LDCE) by promotion from amongst Multi Tasking Staff of the Recruiting Division with three years regular service in the grade including service put in, if any, against an erstwhile Group ‘D’ post on regular basis as on 1st January of the year to which the vacancy (ies) belong failing which, from amongst Multi Tasking Staff of the neighbouring Division/Unit on the basis of the said Examination, failing which by direct recruitment from ‘open market’.
(2) 50% by direct recruitment on the basis of Competitive Examination limited to Gramin Dak Sevaks* of the Recruiting Division who have worked for at least five years in that capacity as on the 1st day of January of the year to which the vacancy (ies) belong, failing which from amongst Gramin Dak Sevaks of the neighbouring Division/Unit on the basis of the said Examination, failing which by direct recruitment from ‘open market’.
· “Gramin Dak Sevaks are holders of civil posts but they are outside the regular Civil Service due to which their appointment will be by direct recruitment.”
B. MAIL GUARD
(i) 25% on the basis of Limited Departmental Competitive Examination by promotion from amongst Multi Tasking Staff of the recruiting Division with three years regular service in the grade including service put in, if any, against an erstwhile Group ‘D’ post on regular basis as on the 1st January of the year to which the vacancy (ies) belong failing which by direct recruitment.
(ii) 25% by direct recruitment on the basis of Competitive Examination limited to Gramin Dak Sevaks of the recruiting Division who have worked for at least five years in that capacity as on 1st January of the year to which the vacancy (ies) belong failing which by direct recruitment of Gramin Dak Sevaks who have worked for at least five years in the Railway Mail Service/ Postal Division in the Region.
(iii) 25% by direct recruitment from open market with matriculation as minimum educational qualification.
· “Gramin Dak Sevaks are holders of civil posts but they are outside the regular Civil Service due to which their appointment will be by direct recruitment.”
06. Eligibility:
(i) There is no age limit for Multi Tasking Staff by promotion based on the Limited Departmental Competitive Examination.
(ii) The age limit for Gramin Dak Sevaks shall be 50 years as on the 1st day of January 2011. (Relaxation for those belonging to Scheduled Caste/ Scheduled Tribe up to five years and for those belonging to Other Backward Castes up to three years)
(iii) Regular service for Multi Tasking Staff shall be three years as on the 1st day of January 2011.
(iv) Gramin Dak Sevaks should have worked for at least five years in that capacity as on the 1st day of January 2011.
07. EXAMINATION FEE
An examination fee of Rs.5/- will be paid by the candidates belonging to Multi Tasking Staff/ Gramin Dak Sevaks categories. The amount should be credited to PO Accounts and the receipt granted therefore should be enclosed with the application form. Women candidates may be exempted from payment of examination fee as envisaged in DG Posts letter No. 37-40/2009-SPB.I dated 09-12-2009, a copy of which was circulated under this office letter No. Rectt/26-1/RLG/IV dated 04-01-2010.
08. EDUCATIONAL QUALIFICATION
No educational qualification is prescribed for direct recruitment limited to Gramin Dak Sevaks. Educational qualification is not prescribed for Multi Tasking Staff also.
09. LAST DATE OF RECEIPT OF APPLICATION:
The last date for receipt of application by the Divisional Head is 07-12-2012
10. GDS applying against reserved vacancies should attach copy of the community/caste certificate. In the case of OBC candidates creamy layer certificate should be attached.
11. The application should be submitted in the prescribed proforma attached herewith.
12. GDS, who are on deputation to APS can also apply for the examination under direct recruitment quota. The eligibility criteria applied to GDS in the civil side will also apply to GDS on deputation to APS as well.
13. As per the instructions contained in Directorate letter No. Misc/2/95/DE dated 7/7/97 candidates taking the departmental examination conducted by the Dept. of posts on or after 1/8/97, shall submit their application to the prescribed authority along with two copies of their identical passport size photographs. The Divisional Supdts may please ensure that this condition is satisfied while calling for applications and scrutiny of the same.
14. The Divisional Superintendents may issue hall permit on 21-12-2012 after affixing the Photographs of the candidates on it.
15. The candidature of the applicants may be decided by the Divisional Supdts. As regards provisional admission the instructions issued from time to time may be followed.
16. The contents of this Notification should be brought to the notice of all concerned including those who are on leave immediately. Branch offices should be advised duly invoiced in BO slips.
17. Receipt of this letter may be acknowledged by next post.
